Push Data to DARPAN
Runs the same workflow as POST /api/push/no-dues-cert - fetches the pending date range, encrypts and HMAC-signs the KPI payload, and pushes it to the state DARPAN API.
This calls Issuance of No Dues Certificate's own /api/push/no-dues-cert endpoint - the exact same code path a scheduler would use.
